Why corrections is a specialty — not a side line
The wrong fixture in a housing unit is a safety incident. The wrong chemical in a secure kitchen is a DOC violation. The wrong delivery appointment is a lockdown problem. Buyers in this space don't want a generalist — they want a supplier who speaks their language, respects their protocols, and shows up with the right SKU the first time.
Who we serve
PSG is structured to quote, win, and deliver supply contracts across the full corrections stack — federal, state, county, and municipal. Matt Gustafson, our Principal, has direct relationships with former BOP leadership and is building disciplined outreach into state DOC procurement shops.
| Buyer Class | Examples | What they buy from PSG |
|---|---|---|
| Federal BOP Federal Bureau of Prisons |
FCC Florence, FCI Englewood, USP Florence ADX, FTC Oklahoma City, FCI Sheridan, and 120+ other facilities nationwide. | Security-grade plumbing fixtures, HVAC parts, janitorial chemical programs, commissary-adjacent MRO, IT peripherals for staff offices. |
| State DOC State Departments of Corrections |
Colorado DOC, Texas TDCJ, California CDCR, Florida FDC, and every state system. | Facilities supply under statewide contracts and one-off RFQs — fixtures, chemicals, paper goods, HVAC consumables, office products. |
| ICE / DHS Detention & Removal Operations |
ICE detention facilities and contract detention centers operated under IGSAs. | Medical supply (non-pharma), janitorial, MRO, IT peripherals, safety PPE. |
| U.S. Marshals USMS prisoner operations |
USMS district offices, intergovernmental jail contracts, prisoner transport support. | Facilities supply, uniforms-adjacent textiles, restraint-adjacent safety hardware (only where commercially available and appropriate). |
| County Jails Sheriff's detention |
Large urban county jails and regional detention centers — Denver County, Arapahoe County, Adams County, and beyond. | Everything above, scaled down. County jails often buy through local purchase orders and GPC card — PSG handles both. |
| Juvenile & Secure Youth State YSC / DYC |
State youth services centers, secure residential treatment. | Furniture rated for secure use, janitorial, facilities supply, office products. |
Security-grade fixtures & hardware
This is the category where corrections buyers get burned most often. A fixture that looks right in a catalog can fail a security inspection if it's not rated correctly. PSG sources to the rating — not to the price.
Plumbing — penal-rated
- Stainless steel prison combination units (toilet + lavatory combos).
- Ligature-resistant lavatories and fixtures for mental health housing units.
- Chase-mounted valves and behind-wall access panels.
- Vandal-resistant showerheads, pushbutton valves, and metered faucets.
- Back-spud water closets with concealed supply and rear discharge.
HVAC — institutional
- High-MERV filtration programs for housing units, infirmaries, and kitchens.
- Commercial unit heaters, air handlers, and rooftop consumables.
- Belts, bearings, motors, and PM kits on standing POs.
- Controls & BAS sensors sourced to specification.
Doors, hardware & finishes
- Institutional door hardware, detention hinges, and security locks (commercial grade).
- Impact-resistant wall protection, corner guards, and bumpers.
- Anti-graffiti coatings and institutional paint programs.
Kitchens & laundry
- Heavy-duty food service equipment parts and consumables.
- Industrial laundry chemicals, detergents, and dispensing programs.
- Stainless steel storage, shelving, and worktables.
Facilities & MRO
Corrections buyers often need a partner who can carry the day-to-day MRO load alongside the specialty category work. PSG runs both lanes. That keeps a facility manager from having to juggle six suppliers for one procurement cycle.
Typical recurring MRO: electrical supply (commercial-grade conduit, fittings, lamps, ballasts, LED retrofits), hand tools and power tools, fasteners and anchors, adhesives and sealants, lubricants, batteries, signage, safety PPE, and breakroom consumables. These are priced under NAICS 423610, 423720, 423840, 423850 and cataloged across PSC 5805, 5935, 6105, 6145, 8415, 9905.
Janitorial programs
Corrections janitorial is a specialty inside a specialty. The chemicals have to be inventory-controlled, the concentrate dispensers have to lock, and some facilities prohibit certain aerosols entirely. PSG structures janitorial supply around the facility's security protocols — not a generic commercial program.
Chemical programs
- Locked-dispenser concentrate systems for secure kitchens and housing units.
- Hospital-grade disinfectants (EPA List N) for infirmary and intake areas.
- Mildew and drain-line programs for housing showers and laundry.
- Graffiti removal and institutional degreaser programs.
Paper, can liners & dispensers
- High-capacity roll towel, controlled-release tissue, and tamper-resistant dispensers.
- Heavy-duty can liners rated for industrial waste streams.
- Recycled-content options where the contract requires it.
Floorcare
- Institutional floor finish, stripper, and sealer programs.
- Burnishing and buffing consumables — pads, brushes, belts.
- Parts and consumables for autoscrubbers and walk-behinds.
PPE & safety
- Cut-resistant gloves, kitchen PPE, splash protection.
- Disposable gowns, masks, and exam gloves for medical and intake.
- Eyewash, first aid, and spill-response kits.
IT & secure electronics
PSG supplies IT peripherals and accessories for staff offices, training rooms, and non-inmate workspaces. Everything is TAA-compliant and screened under Section 889 — no covered telecom manufacturers. We do not sell end-user devices into inmate-facing environments; that is a different contracting lane handled by specialized providers, and we stay in ours.
Typical IT buys: business laptops and monitors for staff, keyboards and mice, docking stations, printers and toner, network cabling and patch cables, UPS units, KVM switches, and cable management.
Compliance posture
Corrections procurement shops read compliance language carefully because their auditors do. PSG leads every corrections quote with the compliance posture up front — before the line items.
| Requirement | PSG Stance |
|---|---|
| TAA-compliant country of origin | Default on all federal corrections quotes. |
| BAA / Buy American | Domestic end-product option offered on every line where available. |
| Section 889 (covered telecom) | No Huawei, ZTE, Hytera, Hikvision, or Dahua. Ever. No exceptions. |
| EPA List N disinfectants | Used for infirmary and intake specifications where directed. |
| Security-grade / penal-rated specs | Sourced to the spec, not to the price. If we cannot verify the rating, we will not quote the line. |
| Inventory control & dispensing | Locked-dispenser chemical programs available as a default configuration. |
| Security clearances for delivery personnel | Coordinated through the facility's preferred freight and delivery protocols. |
| Socioeconomic set-asides | HUBZone structure in place; 8(a) on the roadmap. |
Our network
PSG is a principal-led supplier, not a drop-ship storefront. The company is run by Matt Gustafson, who has built direct relationships with former senior BOP leadership — including a former Warden who served at SES rank and now operates in the corrections consulting space. That network gets used one way: to help us listen to facility managers, procurement officers, and small-business specialists so our quotes actually match what the buyer needs.
Our affiliated operating company — Consolidated Facilities Group LLC (CFG) — holds active facilities-services contracts across Colorado federal installations including Fort Carson, Denver Federal Center, Buckley SFB, Peterson SFB, Schriever SFB, and VA Eastern Colorado. That operating experience sits underneath PSG's product supply posture: we've walked federal facilities, met the janitor, and seen what the closet actually looks like. See past performance.
How to engage
Most corrections buys come through one of four paths. PSG is built to respond to all four the same week.
Direct RFQ to PSG
Send a line-item list, facility name, delivery address, and deadline. We turn a compliant quote in 24 hours for standard items and 72 hours for specialty plumbing/HVAC.
GPC / purchase card
Common for micro-purchases under $10K. Send the product list and the card — we invoice through our PCI-compliant processor and ship.
HUBZone set-aside
Under FAR 19.13, goods contracts up to $4.5M can go HUBZone sole-source. Ask your Small Business Specialist whether this lane fits your requirement.
Standing POs & BPAs
For recurring categories (janitorial, MRO, HVAC consumables), we'd rather quote once and deliver twenty times. BPAs and task-order lanes are welcome.
